Purchase of Service Credit

The Purchase of Service Credit program (PSC) allows eligible members to purchase additional service credit for periods of time when the member did not contribute to SDCERS. Because your retirement benefit is based in part on your years of service credit, a PSC may increase your benefit. All PSC contracts must be paid in full prior to retirement, termination or entering into DROP.

PSC types related to employment

Service credit may be purchased for a variety of time periods during which you were not making contributions to SDCERS, including:

  • Military Leave
  • Long-Term Disability Leave
  • Family and Medical Leave (FMLA) periods
  • Special leaves of absence without pay, with your job to be saved
  • Any period before reinstatement by the Civil Service Commission

PSC of previously refunded contributions

If you terminated employment and received a refund of your retirement contributions, you may "redeposit" these contributions via a PSC if you become re-employed by the City of San Diego. By buying back your refunded contributions, including interest, you re-establish the service credit you had accumulated.  

Five-year additional PSC

Note: As a result of the California Public Employees' Pension Reform Act, starting January 1, 2013, Port employees will no longer be eligible to purchase non-qualified service credit. In order to purchase service credit, Member applications must be received by SDCERS no later than December 31, 2012. This option to purchase service is only available to those Airport members hired before October 3, 2006. Eligible members may purchase up to five years of additional service credit. How do I find out how much a PSC would cost?

Members who are interested in purchasing service credit can simply sign in to the Member Portal and submit a PSC request form, or download the manual PSC Request Form. Upon receipt of your request, SDCERS will research all eligible time available for you to purchase and send you a contract for each time period. You may then choose to purchase all or some of the time, or none. You are under no obligation to purchase additional service credit.
