Edward W. Kitrosser Edward Kitrosser is a retired CPA with more than 40 years of experience in accounting, auditing, tax and consulting services. Mr. Kitrosser was an Audit Partner and the San Diego Office Managing Partner for Moss Adams, LLP, an accounting and consulting firm specializing in account and tax services for public, private and non-profit enterprises until he retired December, 2009. He received a Bachelor's degree in Business Administration in Accounting from the Bernard M. Baruch School of Business and Public Administration in New York. Term Date: March 31, 2017.

Alan J. ArroladoElected by the Fire Safety members as their representative on the Board of Administration, Alan J. Arrollado has been with the City's fire department for 24 years. A San Diego native, Mr. Arrollado has been a member of the Urban Search and Rescue Task Force since 1993, and deployed to assist in major disasters across the country, including Hurricane Katrina. Term Date: March 31, 2017.

Natasha L. Collura Collura serves as the City’s Director of Strategic Partnerships. Since taking the position in 2011, she has negotiated and implemented several new multi-year partnerships that have generated millions of dollars in additional revenue for the City.

William W. Haynor William W. Haynor has more than 30 years of banking and finance experience, with positions at Bank of America, Imperial Corporation of America, Great American Bank, and as Executive Vice President and Chief Administrative Officer of Bank of San Francisco. Mr. Haynor was a Founding Director of Selectquote Insurance Services, Inc. and is currently Chairman and CEO of Seniorquote Insurance Services Inc., a direct response distributor of senior life and health insurance. Mr. Haynor also has more than 30 years of experience serving on public and nonprofit boards, including being Past Chairman of the Marin Municipal Water District Board, and a Member of the San Francisco and San Diego United Way Boards. Valentine S. Hoy Valentine Hoy, a San Diego native, has practiced law in San Diego since 1985. Since 2009 he has been a partner in the San Diego office of Allen Matkins Leck Gamble Mallory & Natsis LLP. Mr. Hoy is a business trial lawyer whose clients have included developers, pension fund investors and builders. He has served his community as a member of the Peninsula Y Board of Directors, the Museum of Man Board of Trustees and the Board of Governors of the Association of Business Trial Lawyers, San Diego Chapter. Thanasi K. Preovolos Preovolos is an attorney with more than 15 years of experience in estate planning and qualified and non-qualified benefit plans. He is the owner at Preovolos Lewin & Hezlap, ALC where he specializes in asset protection strategies. In addition, Preovolos represents clients with pension plan compliance issues before the Internal Revenue Service. He is a Board Member of the East County YMCA and the Greek Orthodox Youth Folk Dance Festival.

Denise Thompson Thompson is a retired audit partner with more than 25 years of public accounting experience in various industries, including consumer markets, biotechnology, technology and early to mid-stage venture-backed funds. Thompson is a member of the American Institute of Certified Public Accountants and the California Society of Certified Public Accountants. She is a Board Member of Athena San Diego and Magdelena Ecke YMCA and a previous Board Member of CleanTech San Diego. Term Date: March 31, 2017.

James Steel James (Jimmy) Steel is a Fleet Team Leader for the City of San Diego’s Public Works Department, responsible for maintaining the city’s vehicle fleet which ranges from light duty vehicles to heavy trucks and industrial equipment. He is a graduate of San Diego State University where he studied Public Administration and Business. Prior to joining the City of San Diego, Steel spent four years in the Navy as a Search and Rescue swimmer. Steel has been elected by his peers to occupy one of two Active General Member seats on the Board. Term Date: March 31, 2017.

Jeffrey Wallace

Jeffrey Wallace is an associate management analyst for the City’s Real Estate Assets Department where he is a financial analyst in the corporate services division. Before taking on his current position, Jeffrey worked in the City’s Debt Management Department where he was responsible for administering bond funds. He has a bachelor degree in Economics from San Diego State University and Jeffrey has been a City employee since 2007. Jeffrey Wallace will serve as the second of two active, General Members elected to the Board.Term Date: March 31, 2017.

Richard R. TartreThomas Sullivan has been with the San Diego Police Department since 1991. He worked patrol for his first 15 years with assignments at the Western Division's Beach Team, Southeasten Patrol, Central Patrol, Neighborhood Policing and Southern Patrol. He also served for three years as a detective before being promoted to Sergeant. He currently works at Eastern Divison. Mr. Sullivan holds a Bachelor of Science degree in Criminal Justice Administration from San Diego State University. Term Date: March 31, 2015.

Richard R. TartreRichard R. Tartre is a retired Senior Vice President for Met Life, folllowing more than 35 years in the annuity, life insurance, mutual funds and investment industries. While at MetLife Mr. Tartre was responsible for all private client activity west of the Mississippi and served as President of the entity responsible for products of not-for-profit institutions. Mr. Tartre holds a Bachelor of Science degree in Business Administration from U.C. Berkeley. Term Date: March 31, 2015.

Richard E.  Wilken Richard E. Wilken served over 30 years with the City in a variety of staff and management positions. His final assignment prior to retirement was as Director, Department of Information Technology and Communications. Since his retirement, Mr. Wilken served as Vice Chair, Alliance of Unrepresented Employees and as a Board Member, City of San Diego Retired Employee's Association. Mr. Wilken holds a Bachelor of Arts degree in Political Science from the University of California, Santa Barbara, and a Master of Public Administration Degree from San Diego State University. Term Date: March 31, 2015.
