Where to Find Documents Responsive to Common Public Records Act Requests
SDCERS is required to respond to requests under the California Public Records Act (Gov. Code § 7920.000 et seq.). Below is information that is commonly requested from SDCERS under the Public Records Act – responsive documents and information can be found through the steps described below. If you do not see the information you are seeking listed below, please send us a request by filling out our Contact Us request form.
Occasionally we will receive requests that should be directed to a different department within the City of San Diego. Requests to other City department should be submitted via the City of San Diego’s Next Request portal. Common requests that should be directed to other City of San Diego departments include:
- All City of San Diego Staff Salaries and Benefits
- City of San Diego Department Budgets, other than SDCERS
- City of San Diego Earnings Codes
- City of San Diego 401K, 401(a), 457(b), SPSP-H, Defined Compensation Retirement Plans & Associated Investments information
SDCERS’ Investment Information
Below are instructions on how to find the most frequently requested SDCERS investment-related information under the Public Records Act on SDCERS’ website. Please attempt to find the information on the website before submitting a Public Records Act request.
Current valuations of real estate, private equity, hedge/absolute fund, infrastructure and total fund performance are found in the quarterly Performance Reports on this page. Hedge fund performance can be found in the Total Fund Performance Report – open the report and search for “hedge” to find this information.
Quarterly fund performance reports for a specific time range – quarterly investment reports are included in the Investment Committee meeting agendas. To find the agendas:

Select “Investment Committee” in the Meeting Type drop-down menu

Select “Custom date range” from the Date Range drop-down menu

Enter desired date range

Click “Search”

Click the agenda icon next to the meeting date you want

Scroll through meeting agenda and click on the blue agenda item you’re interested in

SDCERS Financial Reports
The Annual Comprehensive Financial Report provides an overview and analysis of the financial activities of SDCERS during the corresponding year. Included in these reports are financial statements, investment return analysis, actuarial assumptions and analysis, statistical information, and more since 2000.Current and past Annual Comprehensive Financial Reports can be found here.
Annual Actuarial Valuation Reports
Actuarial valuation reports performed since 2005 for each plan sponsor can be found here. The report includes, but is not limited to: fund liability, assets, contributions, market value of funding ratio, and comprehensive financial report information for the corresponding fiscal year.

Plan Sponsor Documents
SDCERS administers the pension plans for the City of San Diego, the San Diego County Regional Airport Authority, and the San Diego Unified Port District.

The City of San Diego’s pension plan document is contained within the San Diego Municipal Code, which can be found here. The retirement plan sections can be found in Chapter 2, Article 4, Divisions 1 – 19.

DROP entries, including safety officers, can be found in Board meeting agendas by following these instructions:
