Please Note:

Under the San Diego Municipal Code and the IRS regulations related to Health Reimbursement Accounts, the City of San Diego will only reimburse City retirees for healthcare plan premiums. Fixed indemnity policies and cost sharing plans do not provide for medical treatment and are not reimbursable. If you have any questions about whether a new healthcare plan you are considering is reimbursable, please contact SDCERS at (619) 525-3600 before enrolling in that plan. 


Health Open Enrollment for 2019-2020 was from June 3 to June 28, 2019.

Booklets containing rates and additional information were mailed. You can download an electronic copy and the comparison chart at the bottom of this page. The health providers are the same as last year – so if you are NOT changing your health plan, you do not have to take any action.

New for 2019: Cigna added one new option: Cigna Southern California Select HMO Plan (Scripps). Please see the enrollment booklet below for details.

The City Retiree Health Open Enrollment Kick-Off Event was Friday, May 24 at the Balboa Park Club Ballroom. The event featured formal presentations by Kaiser, Cigna, SCAN Health Plan, and Sharp.

The Health Insurance Portability and Accountability Act of 1996's (HIPPA) Privacy Rule gives SDCERS who receive health coverage the right to be informed of the privacy practices of their health plans, as well as to be informed of their privacy rights with respect to their personal health information. This notice describes how medical information about you may be used and disclosed and how you can get access to additional information.
