Mayoral Veto of SDCERS Board Appointments Stands, New Candidates Proposed

Mayor Bob Filner’s veto of the Council resolution confirming his appointment of four Trustees to the SDCERS’ Board of Administration was not overturned today, following a vote by the City Council. The Council voted 5-3, with six affirmative votes needed to override the veto.

Herb Morgan, Edward Kitrosser, Athanasios (Thanasi) Preovolos and Mark Ealy were appointed by Mayor Filner in May and confirmed by the City Council in June to serve four year terms ending March 31, 2017. Following Mark Ealy’s withdrawal of his offer to serve, Mayor Filner vetoed the appointees citing an opportunity to increase diversity on the Board.

Mayor Filner has introduced a new slate of candidates who include: Jeannie Posner, Athanasios (Thanasi) Preovolos, K. Denise Thompson and the reappointment of Edward Kitrosser. SDCERS will be working with the Mayor’s office and the City Council to move these nominations forward and fill the vacant seats expeditiously. A Council confirmation date is to be determined. 
Despite the veto, the Board maintains its quorum and its ability to carry out System business will not be impacted. Eleven of 13 seats are currently occupied and seven are required for a quorum. Both Morgan and Kitrosser are eligible to hold over from their original terms until which time new Board members are appointed and confirmed.
