San Diego voter-approved ballot initiative “Comprehensive Pension Reform” (Prop B) provides that, with the exception of sworn Police Officers, City employees initially hired on or after its effective date are not eligible for membership in SDCERS. Proposition B was chaptered and became effective on July 20, 2012.
City employees who received and accepted an offer of employment before July 20, 2012 are eligible for SDCERS membership. Under the current terms of the City’s defined benefit plan, City employees with previous City service who terminated employment and are rehired remain eligible for membership in SDCERS, even if they are rehired after the effective date of Proposition B.
With the exception of San Diego Police Officers, City employees with no prior City service who received or accepted an offer of employment on or after July 20, 2012, are not eligible for SDCERS membership and will be placed in the City’s SPSP-H Plan.
Police Officers, including Police Recruits, who have no prior City service and are initially hired on or after July 20, 2012 but before July 1, 2013, will remain eligible for membership in SDCERS at the tier of benefits in place on their date of membership. Police Recruits with no prior City service hired on or after July 1, 2013 will not be eligible for membership in SDCERS until they are sworn Police Officers.
Prop B ONLY applies to City employees, not to Port or Airport members.
