Notice Regarding Office Visits Related to City Retiree Health

As SDCERS staff teleworks for a portion of each week, there may not always be a retiree health staff member available in the office to assist members in person. Moving forward, if you would like to speak with a retiree health staff member in person, you must travel to SDCERS’ downtown offices on a Tuesday or Thursday (not including holidays) between 9:00 a.m. and 4:00 p.m. You are encouraged to call ahead to confirm availability of a retiree health staff member, especially if you are requesting to have your documents reviewed. SDCERS’ Call Center is open on regular business days from 9:00 a.m. – noon, and 1:00 – 4:00 p.m. You can also reach SDCERS’ retiree health staff via email, at

Important Changes to CITY OF SAN DIEGO RETIREE HEALTHcare Plans

If you have Option A or B, any Medicare Part A premium amounts paid from January 1, 2024 moving forward will be reimbursable. However, SDCERS is not currently set up to process these reimbursements. Please hold onto your documentation/receipts for Part A premium payments made in 2024 until you receive further instructions regarding how to request reimbursement. Note that this new reimbursement process may not be available until the end of 2024.
Please do not send SDCERS Medicare Part A reimbursement requests, as they will be denied. Your Part B reimbursements are not affected and will continue to be processed accordingly.

Effective January 1, 2024, Scripps Clinics and Scripps Coastal is no longer a part of the SCAN Health Plan provider network.
The Scripps relationship will continue for the following facilities:

  • Mercy Physicians Medical Group

  • Scripps Physicians Medical Group

  • Primary Care Associates of California

  • Prospect Medical Group

  • Optum/PCAMG

  • Greater Tri-Cities IPA (with some minimal changes)

You can find the most up-to-date Primary Care Physician listings on the SCAN Health Plan website at If you chose to enroll or remain enrolled in the SCAN health plan for plan year 2024 and your previous provider is associated with Scripps Clinic or Scripps Coastal, you will need to select a new provider. 

As a reminder, the City of San Diego and the San Diego Public Employee Benefits Association (SDPEBA) changed the effective date of their healthcare plan offerings. As of January 1, 2023, the City-sponsored retiree health plans are effective based on the calendar year, rather than the fiscal year. 

However, if you are a City retiree with an annual health reimbursement plan through the City, your annual allowance will remain on a fiscal year schedule. See this chart for fiscal year 2024 allowance amounts, effective as of July 1, 2023.


Health Open Enrollment for 2024 took place from November 1 to November 30, 2023.

Booklets containing rates and additional information were mailed to all City retirees in late October 2023. You can download an electronic copy and the comparison chart at the bottom of this page.

The Health Insurance Portability and Accountability Act of 1996's (HIPPA) Privacy Rule gives SDCERS who receive health coverage the right to be informed of the privacy practices of their health plans, as well as to be informed of their privacy rights with respect to their personal health information.
