    Carol Broad

    Board President - Mayoral Appointee

    Carol Broad, a San Diego native, has 30 years of financial experience, primarily providing investment advice to major public and corporate pension funds. She retired from Russell Investments, where she was Director, Real Estate Private Equity, in charge of Russell's global real estate manager research and portfolio management. She has been active in the community as a Partner with Social Venture Partners, a venture philanthropy organization. Ms. Broad holds a Bachelor of Science in Biochemistry and a Master of Business Administration from UCLA.

  • Carina E. Coleman

    Carina E. Coleman

    Vice President - Mayoral Appointee

    Carina Coleman is an accomplished investment management professional with Sempra Energy and has experience managing both tax exempt and tax sensitive assets, including qualified and non-qualified retirement plan assets. She has expertise in constructing portfolios to meet return and risk objectives, conducting investment manager due diligence, negotiating investment management agreements, and analyzing risk and performance. Ms. Coleman was previously a corporate treasury manager with The Walt Disney Company.

  • Thomas P. Battaglia

    Thomas P. Battaglia

    Thomas Battaglia is a Finance Analyst III in the City's Department of Finance. Thomas has been with the City of San Diego since 2002 in different departments including: Parks and Recreation, Fire-Rescue, Public Utilities, Public Works, Financial Management, and currently Department of Finance. He has a Bachelor of Science degree in Business and a Master of Arts degree in Management, both from the University of Redlands.

  • Charles F. Hogquist

    Charles F. Hogquist

    Charles "Charlie" Hogquist was sworn in as a San Diego Police Officer in 1978. He retired as a Lieutenant in 2006 to take a position with the San Diego Community College Police Department. He served as the SDCCDPD Police Chief until his subsequent retirement in 2013. Presently he works as a tour conductor for the Old Town Trolley and enjoys showing off San Diego to visitors and locals. Charlie holds a Bachelor of Arts degree in Accounting from Queens College of City University of New York and is a 1981 graduate of the University of San Diego School of Law.

  • Paul Kaufmann

    Paul Kaufmann

    Mr. Kaufmann has been on SDCERS’ Audit Committee since October 2017. He is also a Community Advisory Board Member at Sanford Burnham Prebys, a non-profit medical research institution that is dedicated to finding cures for human diseases. In his free time, Mr. Kaufmann works as an Adjunct Professor at Brandman University’s Business School in Irvine, CA.

  • George C. Kenney

    George C. Kenney

    George Kenney is founder and Managing Director of Shepherd Ventures, a technology, software, and life sciences fund. He has extensive experience in money management and investment risk management. He is also the founder of Entrepreneur’s Boot Camp which equips CEO’s to raise financing for their companies. Mr. Kenney volunteers his time with the San Diego Museum of Art and Faith Community Church. He has a Master’s Degree in Business Administration from Columbia University, an MSEE from Stanford University, a BSEE from Rensselaer Polytechnic Institute, and graduated from Harvard’s Industrial Management Program.

  • Louis J. Maggi

    Louis J. Maggi has been a San Diego Police Officer for 20 years, and is a currently a Detective Sergeant assigned to the Homicide Unit. He worked in Western Division as a patrol officer for seven years before being promoted to Detective. As a Detective, Mr. Maggi spent four years in the Financial Crimes Unit and five years in the Homicide Unit. As a Sergeant, he worked in Southeastern Patrol before being assigned back to the Homicide Unit. Mr. Maggi previously served as the San Diego Police Officers Association representative to the San Diego City Employees Retiree Medical Trust, and gained training and experience working with employee benefit plans. Mr. Maggi holds an Associate of Science degree in Administration of Justice and has attended hundreds of additional hours of specialized investigative training. He is also a Police Officer Standards and Training (POST) Certified instructor and currently instructs in the POST Officer Involved Shooting Investigation course.

  • Thanasi K. Preovolos

    Thanasi K. Preovolos

    Mayoral Appointee

    Thanasi Preovolos is an attorney with more than 15 years of experience in estate planning and qualified and non-qualified benefit plans. He is the owner at Preovolos Lewin & Hezlap, ALC where he specializes in asset protection strategies. In addition, Preovolos represents clients with pension plan compliance issues before the Internal Revenue Service. He is a Board Member of the East County YMCA and the Greek Orthodox Youth Folk Dance Festival.

  • Clifford Schireson

    Cliff Schireson comes to us with substantial experience in investment banking and management, as he was the Director and co-head of Fixed Income at Brandes Investment Partners. Mr. Schireson has also served as Board Chair for the La Jolla Music Society, was on the Board of Directors of the San Diego Human Dignity Foundation, and is currently on the San Diego Foundation’s Board of Governors.

  • Roberta Spoon

    Roberta Spoon

    Roberta Spoon is a licensed CPA. Ms. Spoon was a founding partner at the forensic accounting firm of Brodshatzer, Wallace, Spoon & Yip, CPAs from 1988, retiring in 2016. Ms. Spoon is an active volunteer. She recently completed two terms as Board Vice Chair for the San Diego Housing Commission, where she worked closely with the Finance Department, served as their Audit Committee Chair and served on the Strategic Planning Committee. Currently she also volunteers for the Lawrence Family Jewish Community Center as Audit Committee Chair and Housing Development Partners, serving as an Audit Committee Chair and as Board Treasurer. Ms. Spoon earned a Bachelor’s Degree in Accounting and a Master’s Degree in Business Administration, Finance from San Diego State University.

  • Almis Udrys

    Mr. Udrys has served the City of San Diego since April 2011 and is currently Mayor Faulconer’s Deputy Chief of Staff for Innovation & Performance, responsible for developing and implementing the City’s policy agenda. He oversees a team of policy and government affairs professionals, while providing strategic guidance to the City’s executive management team. Previously, he was the City’s founding Director of the Performance & Analytics Department where he oversaw the deployment of innovative programs and tools to improve transparency, customer experience, and organizational effectiveness. Before arriving at the City, Almis served at the State of California as a senior legislative budget negotiator, health care policy expert, and performance auditor.

  • Jeffrey J. Wallace

    Jeffrey Wallace is an associate management analyst for the City’s Real Estate Assets Department where he is a financial analyst in the corporate services division. Before taking on his current position, Jeffrey worked in the City’s Debt Management Department where he was responsible for administering bond funds. He has a bachelor degree in Economics from San Diego State University and Jeffrey has been a City employee since 2007. Jeffrey Wallace will serve as the second of two Active General Members elected to the Board.
